What the state actually asked for
Duvall already has zoned room for 453 homes beyond its 2044 target. The whole deficit is 675 homes priced for households under 80% of the county median, 409 of them under 30%, which zoning cannot build. Over 1,000 people drive into Duvall each weekday to work and cannot afford to live here. In December both roads closed and the town was an island. King County fenced this valley for food in 1985, bought the farming rights on a 75-acre farm on Duvall-Monroe Road in 1986, and bought the farm itself in 2020 for a trail it has never funded. A cooperative farm, a food hub in the standing barn, and the trailhead the county designated, under a compatible-use lease, no purchase, no conversion, no county capital. Twenty-five to fifty jobs at valley wages. Every claim tied to a deed, a permit, or a county report.
